Over the last decade, there have been numerous advancements in safety and technology within the freight railway industry. This in-depth clinic will help communities better understand the strategies, technology and methods which CN employs to ensure safe and sustainable operations throughout our network. Including CN’s Fire and Suppression fleet, a custom-designed in-house fleet of five trains that can get fire fighting resources to remote and inaccessible areas.

Denis Andre – FortisAlberta
Denis has worked at FortisAlberta for 17 years and is currently the Manager, Sustainability and Wildfire Mitigation. In this role Denis is responsible for FortisAlberta’s sustainability program, environmental compliance and stewardship and wildfire risk mitigation programs. Denis also participates in the Provincial Powerline Wildfire Prevention Task Group and the International Wildfire Risk Mitigation Consortium.
Colin Harvey – AltaLink
Colin has 16 years of experience in the utility industry.  He started with AltaLink in 2009, joining as a Senior Right-of-Way Planner.  In this role, Colin was responsible for the permitting of some of the largest electricity transmission projects in southern Alberta.  In June 2024, Colin moved into his current role as the Municipal and Community Relations Manager, leading efforts to foster and strengthen relationships with the municipalities within AltaLink’s service territory.  Colin has a diploma in Forest Technology from NAIT and a Bachelor of Science in Forest Management from the University of Alberta.
Alex Bonokoski – ATCO
Alex is a Stakeholder Relations Manager with ATCO Energy Systems and supports ATCO’s wildfire mitigation work with a focus on municipal engagement and communication. Alex applies his extensive previous municipal and provincial government experience to his role at ATCO
Monty Armstrong – CN
Monty Armstrong is the Fire Prevention Officer at Canadian National Railway (CN), where he leads wildfire risk reduction and emergency preparedness initiatives across the network. He brings more than three decades of progressive fire service leadership and regulatory experience, including roles as Deputy Fire Chief and Assistant Fire Chief in several Canadian municipalities.

Monty holds a Master of Arts in Leadership and Training from Royal Roads University and has completed advanced executive education in management and public safety leadership. His career is marked by extensive expertise in fire prevention, wildfire mitigation, risk management, and regulatory compliance, with a strong focus on collaboration with Indigenous communities, utilities, and government agencies. Monty’s work at CN integrates his deep operational experience with innovative strategies for resilience, positioning him as a recognized leader in fire safety and emergency management.

Get to know representatives from the Family and Community Support Services Association of Alberta (FCSSAA), Rural Development Network (RDN), Alberta Seniors and Community Housing Association (ASCHA) and Rural Health Profession Action Plan (RhPAP) to see how their organizations can help support community service delivery in your municipality! Ian’s first book on the principles of good governance, Who’s Driving the Grader and Other Governance Questions was published by Municipal World in 2020. His second book, The DNA of Great Leaders, which is about the attributes of the best functioning mayors, reeves, & board chairs, came out in 2022, and book number three, (Un)Civil Society, which is about abuse in the local government realm, came out in May 2025.

Ian co-hosts the bi-weekly podcast The Political Trenches: Local Government at Work and is a frequent media commentator on governance and ethical issues. In recent years, he has worked in every province and territory in Canada, as well as internationally.

Tim Tierney, First Vice President

Tim Tierney is the City Councillor for the ward of Beacon Hill-Cyrville in Ottawa’s east end, and currently serving in his fourth term. He has been the FCM Ontario Caucus Chair for the past ten years.

Tim is currently Chair of the City of Ottawa’s Transportation Committee, along with a full slate of memberships on other committees, including, but not limited to the city’s Transit Commission, Environment and Climate Change Committee and Planning and Housing Committee.

Tim’s FCM experience and training has taken him coast to coast to coast and includes participation in many committees and policy makes groups withing the organization. Tim is especially proud of the work that was done on the Rail Safety Sub Committee which saw changes to safety across the county after the tragedy of the Lac-Mégantic rail disaster. And most recently, Tim has participated in FCM’s Allyship training for gender-based violence and other forms of discrimination through intersectionality and is very proud of the changes being implemented; through involvement and teamwork, to achieve a more equitable share of Gas Tax, and updating FCM’s Guiding Practices and rules.

Tim and his wife Jenny have three children, and love walking their dog Princesse in and around their neighbourhood of Beacon Hill.

Recently named one of the Top 100 Most Influential People in Canadian politics by The Hill Times, Coletto is the official pollster of the Toronto Star, co-host of the podcast Hub Politics, and curator of the popular Substack “inFocus with David Coletto”. In his timely, data-driven presentations, he delivers strategic advice customized to his audiences and the
industries they serve, from generational shifts and political trends to consumer behaviour and workplace dynamics.

Since launching in 2010, Coletto has grown Abacus Data into one of Canada’s most respected, full-service market research and strategy firms. He has worked with many of the world’s leading brands, associations, corporations, and non-profits, including Google, Airbnb, TD Bank, Interac, Canadian Medical Association, Government of Canada, Dairy Farmers of Canada, WorkSafe BC, Imperial Oil, BMW, and the LCBO, among others. Dr. Megan Bergman, Registrar and CEO – Alberta Veterinary Medical Association

Dr. Megan Bergman is the Registrar for the Alberta Veterinary Medical Association and a Doctor of Veterinary Medicine. She served as Chief Veterinary Officer (CVO) of Manitoba from August 2014 to August 2018, where she led a team specializing in animal health and welfare, food safety, and laboratory diagnostics. During her time as CVO, she worked closely with provincial industry groups, veterinary professionals, and other partners, fostering a collaborative approach to managing animal disease, welfare, and food safety.

One of Dr. Bergman’s key achievements as CVO was navigating the Porcine Epidemic Diarrhea outbreak, which significantly impacted Manitoba’s swine industry, the largest livestock sector in the province. She believes that the role of CVO is crucial to animal health and welfare in Canada and emphasizes the importance of empowering CVOs to lead and innovate in their work.

Hon. Eleanor Olszewski, Minister of Emergency Management and Community Resilience and Minister responsible for Prairies Economic Development Canada

The Honourable Eleanor Olszewski was elected to represent Edmonton Centre in the House of Commons in April 2025. Since May 2025, she also serves as Minister of Emergency Management and Community Resilience and Minister responsible for Prairies Economic Development Canada.

A graduate of the University of Alberta, where she earned a Bachelor of Science in Pharmacy with Distinction and a Juris Doctor, Eleanor built a distinguished legal career as a civil litigator in Edmonton. She specialized in commercial litigation, insurance defence, and administrative law, and became the first female partner at an Edmonton law firm.

As an advocate, Eleanor worked hard to ensure that her clients were treated fairly, and was appointed Queen’s Counsel in 2007. She has also served as an adjunct clinical professor at the University of Alberta.

The mother of two grown children, Eleanor lives in Edmonton with her husband Larry.

The Future of Nuclear Power in Alberta

MLA Chantelle de Jonge, Parliamentary Secretary for Affordability and Utilities

Chantelle de Jonge was appointed the Parliamentary Secretary for Affordability and Utilities on July 13, 2023.

Ms. de Jonge serves as Chair of Alberta’s Nuclear Energy Engagement and Advisory Panel. She was also appointed as one of Alberta’s Pacific NorthWest Economic Region (PNWER) Delegate Council members, and sits on The Energy Council’s Executive Committee and the Centre for Legislative Energy and Environmental Research Board of Directors.

Ms. de Jonge earned a bachelor’s degree with distinction in economics and philosophy at the University of Calgary and was awarded the Professor Z.M. Kubinski Prize in Economics for two research projects on Canadian economic issues. She also has her Master of Public Policy from the University of Calgary.

Ms. de Jonge believes in giving back through volunteer efforts, and dedicates a lot of her time to volunteering, both at home and abroad. She has also worked as a dental assistant, and previously served as the president of her professional association.

Tim Uppal is the Member of Parliament for Edmonton Gateway and the Deputy Leader for the Conservative Party of Canada. He previously served as the Minister of State for Democratic Reform and the Minister of State for Multiculturalism during Stephen Harper’s Conservative government.

Prior to entering politics, Tim was a residential mortgage manager for TD Canada Trust and served as a senior advisor to the Conservative Party of Canada. He was executive producer and host of a radio show on CKER in Edmonton. Tim has volunteered with a number of organizations across Edmonton. He earned his MBA from the Ivey School of Business.

Hon. Dan Williams, Minister of Municipal Affairs

Dan Williams was sworn in as the Minister of Municipal Affairs on May 16, 2025. He previously served as the Minister of Mental Health and Addiction. He was first elected as the Member of the Legislative Assembly for Peace River on April 16, 2019, and was re-elected on May 29, 2023.

Minister Williams has been tasked with implementing Alberta’s mental health and addiction strategy, known as the ‘Alberta Recovery Model’. This policy model focuses on the fact that recovery is possible, no matter

what addiction or mental health challenge someone may face. Under his leadership, Alberta is building 11 recovery communities across the province, a record-breaking expansion to long-term addiction treatment. He has connected with communities, First Nations and families dealing with the addiction crisis. Alberta has now established a new mental health and addiction agency, Recovery Alberta, which is funded and overseen by the Minister of Mental Health and Addiction.

The province, under Minister Williams is also investing in mental health services, especially for children and youth. Partnerships with service providers are expanding services across the entire province and connecting families with the mental health support they need.

Dan is a devoted father and husband. Outside of his work, Dan is an avid mountaineer who enjoys hiking, kayaking and camping.
